Downtown Heritage Conservation District - Study and Plan

Section 9
Design Guidelines

Existing Non-Heritage Buildings

A number of buildings in the District are not in keeping with the heritage character. They are of varying architectural quality, ranging from well-executed modern design to careless utilitarian boxes. Additions and alterations to these buildings have an effect on the overall streetscape, and it requires some sensitivity to arrive at suitable designs for renovations to buildings over this wide quality range.

Additions or alterations to non-heritage buildings should either complement the heritage character of the district, or complement the original design of the non-heritage building. In general, trying to renovate a good modern building into the 19th-century may result in an unfortunate pastiche that respects no history at all. It requires some judgment, and consideration of the quality of the building and the scale of the alterations or additions, to decide which to take.

Guidelines:

-- Additions and alterations that seek to complement heritage character are to follow the Guidelines for New Development.

An "In-Between" building. The big arched entrance nods
to heritage, but thte lack of small-scale detail makes it
  unmistakeably modern.

-- Additions that seek to complement the original non-heritage design are to follow the Guidelines for Additions for placement, form and scale.

This building is handsome in its own modern terms.
It is hard to imagine that it would be improved by the
  application of heritage add-ons.
