2.5.1. Official Plan

The general scheme of the Official Plan for central Collingwood is conveniently illustrated by the above map. The authority for establishing a Heritage Conservation District lies in Official Plan Amendment 37. Section 3.9.1.4 of OPA 37 explicitly calls for the designation of the Downtown Core as a Heritage District. This is elaborated in Section 3.9.2.4 which states that "Council shall encourage the upgrading, rehabilitation and redevelopment of the Downtown Core's buildings to achieve a consistent streetscape highlighting the historical facade treatment which is predominately still intact. New development shall complement the form, scle and height of existing buildings along Hurontario Street ..." In addition, Section 2.5.2.4 states the following objective: "to continue to encourage the rehabilitation and preservation of the historical significance of the buildings in the Downtown Core Fringe, as well as supporting the beautification and maintenance of these areas." The recent Official Plan Amendment 46, adopted by Council and currently awaiting approval by senior governments, will provide a more detailed outline for achieving the Objectives described in OPA 37.

The existing zoning for central Collingwood is shown on the map above. The Zoning By-law is in generaly conformity with the Official Plan.

Note that the above map shows the overall zones but, for graphic clariety, doesn't show the relatively few site-specific exceptions within them, which are designated in the by-law with a hyphenated number: C3-2, for example.
