Why & Where


Official Basis

In 1995 the Town of Collingwood along with a number of partners embarked on preparation of a comprehensive commercial strategy. This led to a new commercial Official Plan, approved by the Ontario Municipal Board in April 1996. Section 3.9.1.4 of this Official Plan reads:

“Heritage District: Council supports the designation of the Downtown Core as a Heritage District within the definition of the Ontario Heritage Act. The preservation and the continued maintenance of the Downtown Core’s Architectural legacy will be supported through policy and regulatory frameworks.”

The Town designated the Collingwood Local Architectural Conservation Advisory Committee (LACAC) to act, with a town chair, as the Project Steering Committee for the Heritage Conservation District Study and Plan. The Committee mandate includes selection of a consultant, and oversight tasks of budget administration, co-ordination of the work, review of Study findings, and adoption of recommendations. In the summer of 2001, the Steering Commitee issued a Request for Proposals (RFP) for a consultant to prepare the Heritage District Plan and Study, and after reviewing the proposals received, and interviewing proponents, selected Phillip H. Carter Architect and Planner to execute the Study and Plan.

Study Area

The RFP, cited above, proposed a study area consisting of the already-established B.I.A.. Implicit in the Scope of Study in the RFP, and explicit in discussions between the consultant and the Steering Committee, is a mandate to review the proposed boundary, and to recommend adjustments that better meet the criteria for establishing District boundaries (as outlined in “Criteria for Establishing District Boundaries). In any event, the requirement to examine the context of a proposed District means that surrounding areas are reviewed along with the originally proposed area. Our wider review has led to a recommendation for inclusion of additional areas in the District.
